[Cooker] Documentation on HAL and hotpluggable stuff

I've just wrote a small article on Twiki

describing HAL and how we use it in Mandriva Linux 2005.

This article main focus is to help future testers to report bug to the
correct package (which can be quite tricky to identify with hal) and also
to try to explain the entire HAL system. It is not mean to be very
technical.

Feel free to comment it and to modify it if needed.
