Several points here...

 - instead of hardcoding passwords in spec files, you should rather
generate a random one, as we already do for instance in mailman or
horde-kronolith.

- I also suggested to have such shared feature in helper scripts, see
http://qa.mandrakesoft.com/show_bug.cgi?id=12184

- I also recall of other features that could easily get factorized in a
similar way, as finding a free syslog local facility (as done in sympa
and bind), etc...

- and you should not use .htaccess file, but an apache configuration
file anyway :)
