It is originated from a period where movie copyright was a heated
topic. After the fever cooled down, this 'problem' is completely
ignored, and that's why you saw such inconsistency.

Such topics also caused other insane situations, like tetris-like game
being removed from gnome-games, yet other tetris-like games stay
in repository.
