Not really, since you can access a postgresql database remotely, i.e., the 
s.e.r.v.e.r. doesn't need to be installed on the machine where php-pgsql is 
installed.

And the requirements are quite correct: php-pgsql only needs the postgresql 
library:
$ s.m.a.r.t. query --show-requires php-pgsql

php-pgsql-5.0.4-1mdk@i586
