hte ati-driver works fine, so we can eventually close the bug. But  when you
make a new installation you will get the r128 driver normally....
In the gentoo-list are simlar bugs, but not the same, so there is no solution.

solution:
try the sourcecode and change the spec from:
%define use_dlopen_modules      1

to
%define use_dlopen_modules      0

and recompile all works fine.

the changelog says:
