Same problem here on x86_64.  Switching to KDE menu makes no difference.

Clicking "Configure Panel" in "Panel Menu" from the panel brings up an "Empty 
Page". 
 
Configuration utilities for several Panel applets (i.e. kmoon, kweather)are 
missing, this seems to be a problem in producing the packages.
