I agree, but the structure is basically there already: in every random page
you can see which is the parent of it: like a tree structure. If this
structure is saved to a separate page, which contains only the links (and
maybe a one line description), this will make a good roadmap of the wiki.

The wiki at http://mandriva.vmlinuz.ca  used to have an index page like that
in some sort of automated format, but it has been superceded now by
Mediawiki, so I can't show it anymore. 

I personally wouldn't know how, but for a clever hacker it should'nt be too
hard to set it up. Once we have it, it will be easier to recognize 
(dis-)organization and duplication and to see what more needs to be done to
go where it needs to go as you just wrote.
