[Cooker] Proposal for improving cooker processes

Hi,

Following some recent exchanges with contributors, most notably a
summary prepared by Guillaume and Stefan, we have prepared a plan to
improve some cooker processes. The document is online at:

The goal is to solve some of the problems that where identified by
contributors working on the cooker project, as well as improving the
different procedures and services used to build the development version.

Probably there may be other concerns that have not been addressed in
this document.

Yet, I would like us to first focus on the points raised by Guillaume
and Stefan, being accepted as representative contributors. Then, we
should come up with a shared vision of what's really important in cooker
in terms of roles, processes and services. And after that, try to
address more concerns, based on a stable and shared understanding.

Next week, we will proceed with more posts to organize the definition
phase and put some people in charge to implement the first changes.
