Have you considered how this will work practically. Migration from Joomla 1.0.x to 1.5 is not a fully automated procedure and requires first that a "migration component" is installed on the running 1.0.x installation and a "prepare for upgrade" procedure initiated. This then allows for the old site to be upgraded. See here: http://docs.joomla.org/Migrating_from_1.0.x_to_1.5_Stable To just rip it out and upgrade if users have installed the joomla package is a really bad idea.
