Not really as complex as that.

At the moment:
rpm -e lib[64]alsa-plugins-pulseaudio

And edit /etc/sysconfig/pulseaudio to set:
PULSE_SERVER_TYPE=none

All the rest of the stuff you can leave installed and pulse will not be
loaded or activated by default.
