 Currently, even queries require root-user access to change files in /var:

 $ smart search foo
 error: Configuration is in readonly mode.

 When the write access is not necessary, as in the above, smart should be
 able to forego it (like all other package managers).

 Security-wise, administators dislike working as root unless necessary.
 Functionality-wise, users on shared machines may want to make package
 queries in order to send intelligent requests to their sysadmins.
